The story starts in 2 locations.
Each character will be responsible to follow up on the incidents in the locations in whatever way they see fit. May be an old method, but its the best way to get the group together. Also in relation to combat we're going with Nights old system of 3 actions your character trys to do.
Locations:
Outside Moorelans Library, an explosion echoes through the air, destroying the usually peaceful and pleasant athmosphere. People scream and run in terror, not exactly sure what just happened. A car bomb it would seem, but no one quite knows who or what was hit. Ambulances arrive soon after, along with the police and Fire department. But as you arrive the scene is still in a lot of choas, with the police still not exactly sure of whats going on. To top things off, someone hasnt really taken charge of the whole thing, and everyone is running around in disarray. There are alot of hurt people on the ground, some moving and yelling in pain, others are motionless. The explosion was larger then a simple car fuel tank exploding. This was no accident.

An uncontrolable fire has also started in a factory across the city. The factory itself isnt what is worrying the many firemen that are there fighting the fires. Its the 2 dozen odd people trapped inside. This situation, however is alot more organised and there is a fire cheif in control of the scene.
Both of these areas are quite vague because neither is on the news yet, and none of your characters are there yet. Get to one of the areas and you'll start to learn more.

Flying across the city, his cape sweeping out behind him like a flag, Hero paused as the sounds of two explosions ripped across the city. He was needed! But where most? Hesitation would be useless, so he would head for the nearest, he thought. Help out there, then move to the other as fast as he could.
The library, he realised, as he zoomed closer, going at full speed, now, his eyes narrowing as he made out the details. And what on Earth were they all doing, flapping around like that? Organisation was clearly needed.
"Give the emergency services room!" he roared at the crowd, his parade ground bellow rising by reflex to his lips. "There are lives at stake here!"
Looking at the nearest police captain, he orders, "Keep the civilians back and the press under control, if you please. Let's give the fire and ambulance crews space to work, shall we?"
Swinging around in midair and hovering over the scene, he surveys it carefully to see where he is most needed.
(Buff - can you describe the scene in more detail now Hero is there, please? Precisely what is burning, and how many injured civilians there are.)

Library(Had planned to dont worry:)) As Hero barked out orders the crowd started to organise. The press and general crowd moved back reluctantly, but did so without too much bother. As they realized there was something new to look at. (try to imagine New Yorks Library when picturing this one, we'll go with the classic The car that had exploded was just at the front steps of the building. It was still burning brightly, and the Hero would be able to feel the heat from were he is. The Police Captain looked up as he was spoken to and nodded. It as if he had woken from a trance. At once he had organised his men and they were creating a secure perimeter for the emergency services to work. As Hero looks over the scene, he's going to see 5 people laying on the ground. Several others are hurt but they have moved towards the emergency vehicles. the 5 on the ground are too close to the burning wreck for anyone to go near. There's only one fire truck there at the moment, and they are still struggling to put out the blaze.

Hero surveys the scene with careful eyes. The five people need rescuing, but if he moved them they might be injured worse. That left one recourse...
"I'm going to move the car away from the injured people," Hero announced. "If the members of the ambulance crews could stand ready, please - you will be able to rescue the injured soon."
His eyes scan the crowd with hawklike intensity. "I will carry the car slowly," he announces, "To ensure no-one else is endangered. Please give me room."
Hero will lift the car, being careful that it does not break apart as he does so, and carry it slowly and carefully to a place where the fire crews can get at it - and away from the ambulances. He will pause to allow the crowd to move back as needed.

A young man is at a nearby park, and hears an explosion.
"What the heck? Explosions aren't good,"
Microbe pulls his costume out from his backpack which is a simple blue mechanic's suit and ski-mask and swimming goggles. He puts on his jetpack and flys towards the rough area of the explosion. It isn't hard to spot as there is fire everywhere and a superhero there also.
"Sweet! I've been wanting to test my powers out against somebody that isn't a tree," says Microbe as he swoops in towards Hero shrinking to ant size, and promptly punches Hero in the jaw.

Hero frowns, taking a step back as something hard impacts upon his jaw. Carefully balancing the car, he looks around, sees nothing, and shakes his head in annoyance. Is this some new power quirk, to make his life harder? He hopes not.
"Make way, there," he booms, continuing to stride forward again, car still aloft.
(Buff - I'm assuming Microbe isn't strong enough to really hurt Hero much. Please tell me if I'm wrong.)

Microbe looks for something he can use as a weapon, and finds an undamaged lampost nearby. He uses his strength to rip the post out of the ground, and hits Hero with it as hard as he can several times. Microbe pauses for a taunt:
"You like that? Want some more dillweed?"

Hero grits his teeth under the assault, keeping his concentration entirely on the car so as not to let it drop onto the innocents nearby. He wanted to rage and swear at his unseen foe; cursing him out for his callousness. But this was not the way of the hero. It could not be his way either, not now.
Ironic indeed, he thought, if I were to change back now. Crushed to death by a burning car...
"Cease, villain!" he roared in his best parade ground bellow. "I will fight you if I must - but only when these people are safe from harm!"
Determinedly, he continued to advance towards the place he had intended to put the car. He must endure whatever attacks came his way while innocents were endangered, but inside he was smoldering with rage.

Epsilon flies around the city, trying to get his bearings.
As he soars, he sees some sort of factory building in flames. Or at least, Epsilon thinks it is. The architecture of this era was so archaic that he couldn't be sure. Epsilon shakes the thought away. The people of this era were in danger!
First, Epsilon examines the scene to get a sense of the situation. He knows he cannot charge in haphazardly. He knows his first priority is to coordinate with the indigenous locals, if only to prevent any further mishap.
Epsilon lowers himself in a gravitic bubble and lands near the fire chief. He approaches the chief with an earnest smile.
"I am Epsilon," he says. "I noticed the disturbance from the air, and wish to help. How may I be of assistance?"

Flurry lands behind a nearby building, watching this Epsilon with interest.
She had hoped that if she followed a real hero, she could go somewhere with some real fun. But this Epsilon looked like such a stiff! Wouldn't a hero want to be polite, light and happy?
She looks at the factory with a look of worry. Why, oh why, did it have to be a fire? She wanted to jump in and get rid of the horrible thing causing misery... but she didn't know what to do. Maybe this Epsilon guy would know... even if he was a massive stiff...
Flurry sweeps in towards Epsilon, offering this sweet smile to both him and the fire chief.
"Heya," Flurry says, offering this doelike look. "So what's going on, huh? There's just this awful fire, and I've got these cool ice powers can help, but I don't know how, and I've just gotta do something! C'mon, mister, aren't we gonna go in there?"
"I'm with cape boy," she goes on, looking at the chief. "By the way, I'm Flurry, and I really wanna deal with this fire thing, but I'm kinda new to this, so I'm gonna be with him, okay?"
Epsilon is dumbfounded by the arrival of the strange girl with wings, but says nothing. Best to let the fire chief think they're working together, at least for now...

"Excuse me? Villain? I'm not a villain! Your the guy holding a burning car over your head" said Microbe.
Guess I should reveal myself. Just to show a sign of trust thought Microbe as he enlarged himself to normal size.

Kids today, Hero thought as the young man appeared before him. I should give this little wretch a right good... He paused. He had to think hero, blast it! Make the world better, he reminded himself. He had to be a hero at all times, or admit defeat... And that he would never do! The voice expected him to fail!
"I am moving this car so that the emergency services can get at some injured people," he explained, his voice lowering to a mere thunder.
"Perhaps you might look inside the library?" he suggested mildly. "See if anyone inside has been injured?"
Hero! he reminded himself firmly. Be a hero, John! Blast it...!

Cyphoid flew over the city, scanning the police radio for any signs of danger. Then, it seemed he didn't need to. He flew directly of the library where quite a commotion was going on. He decended down to ground level where he saw two other people fighting.
Hm. Interesting. But the danger was not over with that car still ablaze and these heroes seemed to be in a confontation.
He quickly moved over to the heroes, while silently scanning their faces for information.
"Not to interupt" Cyphoid said "But there still seems to be a car on fire that you're carrying."
Cyphoid waited for the info. on these 'heroes' to come in until he could fully judge them.

Another one! Hero groaned inwardly, biting back his automatic and definitely rude response. Being a hero was hard enough without all these blasted kids with powers popping up out of the woodwork!
"I am moving it carefully to a place where the Fire Service can put the blaze out," he explained. "Perhaps you might question some of the bystanders? Discover if anyone saw anything suspicious?"
I have another explosion to get to, blast it! he thought. More people may be in danger. I cannot dally here for much longer. Still, at least the situation seems mostly in hand. Soon, now...

(your right, at best Microbe is Spiderman strength, but Hero would have defo felt the punches but not enough for him to drop the car, so everythings cool!)
The paramedics were soon attending the injured on the ground as the car was lifted to a safe distance. However the general crowd were a startled at the apparant fight between these new super humans. The press had their camera's running, by now it was being broadcasted live to the local stations. People were starting to whisper to each other quietly. "Are these people knights?" "What are they doing?" "Who's the midget?" "Why are they fighting?"
The firemen started once more to put the fire out once Hero put the car down. The police kept back from the heroes. Not sure whether to thank them or be fearful of them.
Factory The Fire chief was surprised to see the two newcomers, but it was also easy to see the relief on his face that help had arrived. "Good to have you here" He said as he took off his helmet and wiped his brow.
He turned away from them and pointed at the building. "The main entrances have been determined as too unstable to go through. The whole structure has been damaged and the guys just can't get in." Then he drew their attention to a specific place. "That there is a probably our best way in." (A delivery truck entrance, one of those large hole in the walls covered by a metal shutter) "The fire hasn't reached that point in the building yet. But its completely locked down and we can't get inside to open it up."
"We have at least 20 to 30 people un accounted for, and no way to get to them" He looked at them with somewhat determined eyes. "We need to get to them. Is there anyway you can help?"

"I believe something can be done," Epsilon said, his resolve determined. "Your men may enter as soon as the door is cleared. Flurry, you may fly alongside me."
"Fly alongside? Sure I can! Catch me if you can, cape boy. Cause I'm real fast in the air, and you gotta keep up real quick..."
Epsilon doesn't hear the rest, because Flurry has sped off in a frenzy of fairy wings. He sighs as he watches the girl zoom around to the delivery exit. He joins her in a gravity bubble not long afterwards.
"So what're we gonna do now, already?" Flurry asks, flapping her wings impatiently. "You want me to freeze the door, cause I can do that and then we'll get this open and save everybody..."
"No," Epsilon says, shaking his head. "If this archaic mechanism is locked from the inside, then I know a means to let you in. Stay here."
"Oh, come on! Aren't I a big help to you and stuff? Look, you need me to stop this fire already..."
"You shall be useful. But for now, only I can enter the building. Wait. Here."
Flurry just floats and pouts. She puts a layer of frost on Epsilon's cape.
"You're no fun," she says, snorting in annoyance. "Go in. See if I care, cause you know you need me, and..."
Epsilon pays no heed to the girl. He turns intangible and phases through the delivery entrance...

Factory Epsilon
When he gets inside, the fire is worse then the fire chief predicted. And has already reached the room Epsilon entered. Flames cover the walls and packages in the room. The heat is almost unbearable...
Flurry
Just as Epsilon leaves, a scream comes from a window up above at the top of the building. From were she is, Flurry can easily see the shape of a person waving out the window. The woman saw Flurry and immediatly starting a plee for help "I'm stuck! I'm stuck! I can't get out of this room!"

Cyphoid nodded at Hero's order. He changed his voice into a more human tone then moved over to the croud.
"Could everybody please remain calm! The situation is now under control!"
Cyphoid could see a sense of unease about the situation... But he moved over to a policeman and began questioning him.
"Greetings, Officer. My name's Cyphoid. Could you tell me if the building has CCTV camera's operating outside?"
If a camera got footage of the car exploding...or anything suspicious before it exploded then they could be a step closer to figuring out what happened.

The crowd seemed to calm down after Cyphiod spoke, but it didnt stop their desire to know whats going on. And the fact that one of them had just spoken just excited the news people more. Who started to speak into their cameras.
The police captain looked at Cyphoid dumbly for a second, and then thought carefully. "Yeah... there's general city counsel paid CCTV in these public area's for public protection. We should be able to get the footage you ask for easy enough. You think this was something more then just a car accident?"

Hero rose slowly into the air, his arms wide spread in a clear appeal for calm. Blasted kids, he thought. Look at them all getting ready to panic! If I'd had to fight through the wars with any of this shower... But saying all that wouldn't do, would it? A hero did not just yell at innocents... Ha! Innocents! Look at them! Dressed up like... He caught himself. This would not help.
"A simple misunderstanding," he soothed. "My esteemed colleague," he paused for a moment, working out the right wording. 'That'blasted young fool' was not... heroic!
"...Made a simple error," he finished at last. "Seeing me holding the car aloft, he doubtless thought I was a villain, and sought to prevent me doing any more harm. A heroic motive indeed."
Blasted young fool needs a clip round the ear, he thought. Needs to learn to talk first. But... Maybe his motives were good at that. He backed off fast enough once he realised I was a hero. Hero. That's a laugh. But maybe if I keep at it long enough I might juust get there... And that beats giving up any time! I'll show that...
Realising he was still for too long, Hero smiled, waving to the crowd, and began a slow sweep around the library building to see if anything else was still alight. He would head to the factory, soon, but first he would make sure he was leaving no problems in his wake. It made most sense to secure this area before moving to the next. All his training told him that.

Cyphoid listened to the police officer.
"Thank you, Officer. If you could get show me the footage I'd be most thankful." Cyphoid said calmly "And yes, this seems slightly more suspicious than a simple accident. But I'm sure we'll be able to get to the bottom of it."
