They're based on so called seeds, which usually are the time counted from 1970 in milliseconds. So, it appears random, but it isn't really random. If you know exactly how the function works and in what millisecond it's called you can in fact figure out what it will return. Übereil

Absolutely, but it's still a good simulation. A dice could be predicted if you knew exactly how it was thrown and what gravitational, magnetic, atomic, and what ever other forces were affecting it, you could predict that too. So like you say, depending on the millisecond you activate the Random Number Generator you could predict the whole sequence of numbers. But fat chance of you getting the millisecond right.
Human error is all that causes randomness.
