An extremely flawed article, but one which nevertheless has at it's core a very good point. It takes a few too any unproven assumptions as facts, but the argument that research into many areas of science are underfunded is correct.
Unfortunately, the authors seem to have no grasp of the importance of other factors - particularly social ones. The most telling example is this:
The 'root cause of backwardness' is entirely social, rather than economic. No amount of science developed anywhere is going to help the poor people of Zimbabwe, for example, nor many other third world countries living with deeply corrupt and oppressive regimes.
Nor will any amount of innovation in the sciences end the West's deep decline.
I would actually say that the most pressing area to be tackled was social and philosophical rather than scientific.

but if the scientific areas are not tackled, then the social and philosopical are at a high risk of becoming moot.
