It's a bit surprising that we didn't think of doing this thread before. 
First, the image has to be on the web somewhere, so you may have to upload them online; for that there are a few websites that provide image hosting services free of charge like the ImageShack and Photobucket. I personally only tried Photobucket so far and it works well, so I can recomment this one; I don't know about the other.
Once that your picture is online somewhere, all you have to do to post it here is to type the address of the image in this code:
[/img] (clicking on the little image icon in the tags toolbars, 4th icon from the left in second row, adds that same code); it should give you something like that: (img)http://www.hereismyimage.com/theimageIwantto post.jpg(/img) (but replace the "()" by "[]"), and will display the picture in case in your post.
Sometimes websites allow to "direct link" pictures from their servers, but when it is so they usually state it somewhere and even sometimes provide the codes for the graphics in case (it is so for for a lot of sites offering graphics for MySpace, for example). It is often possible to direct-link pictures from the website where we find them; however that can be considered as "bandwidth theft" in that it increases the bandwidth use of the website where the image is located (even if we don't browse the actual site) and that the site owner may incur additional expense for it. An alternative to that is to save the picture in case, upload it to your image hosting website account and link it from there.
