This is an absolutely disgusting abuse of powers that were intended to be used against terrorists. Clearly the laws were passed, as so often with this wretched govt, with no thought at all of proper control measures or any kind of prevention of improper use.
The only bright side to this whole sorry saga is that the guy will hopefully get the help he needs.
Of course there's no telling when - or even if! - the country as a whole will get the help IT so desperately needs...
