But at least RTW has got strategic elements in it (and it certanly employs tactics, which is commonly mistaken for strategy). In the sims you control a family... "What kind of strategy will you utilize to get that TV?" So RPG's are strategy games too? You use strategy in RPG's (usually)...

Its Empire. A game that literally does not work out of the box.

It's not that the Sims wins awards I find strange, it's the genre it wins awards in. Think "Warcraft 3 RPG of the year"...
